Welcome!to the Farm Payment Limitations Law Blog The 2008 farm bill substantially revised the federal farm support payment programs, including the payment limitation rules. It also substantially tightened the adjusted gross income (AGI) cap on who can participate in the farm programs. This blog site provides reports by Phil Fraas, a Washington agricultural attorney and veteran of seven farm bills, on: (1) the 2008 farm bill changes to the payment limitation rules and AGI cap; (2) the development of regulations to implement the farm bill changes; and (3) USDA National Appeal Division (NAD) and other adjudicative rulings on the USDA payment limitations and AGI cap.
